"You will take control of the beggars and turn them into an information network that can stretch to both the empire and the dynasty."
"What? How am I supposed to do that?" Neyeid felt chills down his spine upon hearing the idea.
It was a grand plan that he would never have thought of. After all, if the information network were successfully created, it would cover the entire continent.
This kind of information network couldn't be possessed by anyone.
If there were any kingdom that tried to do such a thing, its spies would most likely be hunted down the moment they reached the other kingdom.
However, if they used the beggars, people might not realize they were spies. Killing a lot of them was something a noble would do on their whim, but killing too many might result in a growing resentment.
Even if they could suppress them, it would definitely reach the level of an uprising.
Hence, there was a certain immunity in using beggars as the source of information.
Unfortunately, Neyeid couldn't see how it would work.
And Nathan had prepared that answer.

However, if they could choose good leaders, they would be the only ones who possessed the complete information. If they added a mysterious attribute to it, no one would know about the beggars.
"You can create a cycle. For example, this beggar tells me this. That beggar tells another beggar this. Then continue for a few times and you will create a cycle.
"When they try to trace it back, the leader can act clueless like other beggars and no one will be able to find them."
Neyeid shuddered in fear. Nathan's plan could definitely create an endless cycle in the very bottom rank. No one would be able to find out who the leaders are.

The type of information network the beggars could bring him might be limited, but it would definitely be essential.
Nathan dropped the last bomb that perfected the network. "You will set up another division that is tasked with trading information.

"In that case, I will stroll around the city to know how many goods I should transport." Neyeid smirked. "After you tell me about this organization, I just can't sit still."
Nathan chuckled while watching Neyeid leave. What Nathan didn't know at that time was that the trip to the Eleren family might be much more dangerous than anything he had prepared for.
