Instigator and Protector of Violence

Chapter 199: [File NA8036]

"File Number: NA8036

Entry Time: Observation Year 3417, June 1

Event Details:

This observation began in Observation Year 3416, October.

At that time, the leader of one of the five major Mafia families in Wenster, Alberto Polleta of the Bolita Clan, was attacked by his former subordinate Fred and the rising leader of the Cabreya family, Joan. He was critically injured, and the entire underground situation in Wenster was tense, with conflict ready to break out at any moment.

At that time, the observed individual was Sandro, the leader of the Conte family.

(Note: Observation of Sandro had begun long ago; see File Number NA7460 for details)

However, amidst the shifting situation, one person stood out and became a new subject of observation, namely the successor of the Bolita family, Alberto's third son, Ethan Polleta.

Ethan Polleta, currently twenty years old, was originally studying in the Classical Painting Department of the Royal Capital Art Academy. Before this event, he had not exhibited anything particularly special, apart from his talent in painting.

In this event (see Attachment 1 for details), he quickly resolved external threats, consolidated the family's power, and secured his position as the family head. The brilliance he displayed elevated his observation value to one star.

Thus, further observation was conducted.

In the subsequent prohibition incident (see Attachment 2 for details), he initially allied with Sandro and struck at George from the Evans family, quickly establishing his status among the five major families and securing sufficient benefits for the family. His reaction, judgment, and skill were commendable.

Later, during the confrontation with the Prohibition Bureau, he displayed his cunning, decisiveness, and patience vividly. By the time he killed Prohibition Bureau agent Lewis and dealt a heavy blow to the Bureau, his observation value had increased to two stars.

Following the Saint Kuanti event (see Attachment 3 for details), although the situation within the event was hard to ascertain due to external influences, it is clear from subsequent developments that he played a significant role again.

After this, he began a direct confrontation with Sandro. (See Attachment 4 for details, and refer to the attachments of NA7460 for additional information)

Sandro, our long-term observation subject, has an observation value of five stars, but in the process of opposing him, Ethan did not fall behind. Ultimately, he directly defeated Sandro.

The rating was adjusted again, and his value was now sufficient for five stars.

Then came the taxation incident (see Attachment 5 for details), where another long-term observation subject of ours, Joseph Evans, also ended up losing to Ethan.

Joseph's value is at five and a half stars.

Therefore, Ethan's rating rose once more.

Finally, there was the Wenster heavy rain event (as this incident involves potential ties to the Old Gods, it has been given an additional record, numbered NAG1341). Although the situation became chaotic, leading to an interruption in observation, without a doubt, Ethan played a huge role in this event, possibly even a critical one.

Therefore, his final evaluation is six and a half stars.

This document serves as a summary. We will continue long-term observation of Ethan until the target's death.

..."

A pair of hands quickly recorded these words with a pen.

After the last word was written, the hands picked up the paper on which the words were recorded, checked it, and then placed it inside a file envelope.

Subsequently, these hands picked up the file envelope and casually tossed it into the air.

A gap unexpectedly opened in the void and swallowed the file envelope instantly.

With a cup of iced coffee in hand, the writer slowly stirred it.

Outside the window, it was Wenster's hot June.

————————

Wenster in June.

Already the height of summer.

Everything was happening fervently.

People had long forgotten everything that happened two months prior.

No pain can surpass two glasses of chilled wine.

If it can, have another glass.

After achieving full control over Wenster, Ethan's bootlegging business became unstoppable.

No one could stop him.

Not even the new Governor.

In fact, the new Governor named Collins had no intention of making things difficult for Ethan.

On the day of his inauguration, he accepted Ethan's and Ned's invitation to a happy dinner.

At the dinner, he made it clear that he was merely appointed to stabilize the situation, so stability takes precedence over all.

He clearly meant he wouldn't cause trouble as long as nothing came up.

This was naturally what Ethan and Ned wanted to hear the most.

They also showed enough sincerity to the new Governor.

In all aspects.

Aside from the benefits that couldn't be disclosed, the most significant public benefit was the reinstatement of the Saint Kuanti reconstruction plan.

This was a tangible political achievement.

Sandro had originally intended to use this to ascend to the Royal Capital.

Now, it became the new Governor's opportunity.

With this most important matter arranged, Ethan turned to prepare for another significant affair.

That was the campaign for district councilor.

The district councilor election is held every three years, and this year happened to be an election year. However, it was not yet the time for the official election, which would start in October.

Ethan still had time to prepare.

During this period, he continuously built momentum for the campaign by actively participating in public affairs and helping citizens recover their everyday lives after the incidents in Wenster.

He spent a considerable amount of money, but it was all worth it.

Aside from these, there were some trivial matters that consumed much of Ethan's time.

Firstly, there was the freelance journalist Herlosh, who, although ultimately did not play a significant role, provided crucial evidence during the conviction process.

Therefore, Ethan fulfilled his promise and even added an additional budget of five hundred thousand for Herlosh.

After receiving the money, Herlosh had left Wenster and returned to the Royal Capital.

Then, there were the members of the Sun God Sect who secretly came to Wenster with the White-robed Priest Otto.

It was thanks to these people that Ethan managed to eliminate the troublesome Vito on that day.

At the time, Ethan promised to help them find the missing Black-robed Bishop Casar.

In the end, Ethan did not disappoint their expectations and indeed found Casar for them.

However, it was the dead Casar.

Back then, after killing Casar, Ethan left behind a true name relic, which served its purpose now.

Ethan claimed that the relic was discovered in a secret room of Oswaldo's house.

Paired with some items Ethan had preserved from that ship, those from the Sun God Sect couldn't help but believe him.

The culprit who killed Casar was Oswaldo.

Oswaldo was also dead.

This matter ended with no witness to prove otherwise.

Ethan was relieved of a problem as well.
